Arts en Zorg Groep — primary care in detention

Arts en Zorg Groep — primary care in detention

How an expansion of GP care into prisons became a socially relevant press story about access to healthcare in closed institutions.

Executive summary

Expanding into prison healthcare is more than organisational news: it concerns access to primary care for people who depend on healthcare within a closed institution. Rob Lagendijk worked on the substantive preparation and press materials around Arts en Zorg Groep starting GP care in eight Dutch prisons in 2025.

The challenge

At the beginning of 2025, Arts en Zorg Groep started providing primary care in eight prisons following a tender by the Dutch Custodial Institutions Agency. A commercial expansion also contained a substantive story: how do you organise GP care for people who depend on healthcare inside a closed institution?

The strategic question

How do you translate an expansion of medical services into a substantiated press story that makes both its societal significance and actual delivery clear?

Our approach

Rob organised the substantive preparation with Arts en Zorg’s communications and operational teams. The discussion focused on news value, available practice information, spokespeople and the significance of the expansion for the organisation’s positioning. He asked specifically about locations, day-to-day care, availability outside office hours and the possibility of involving medical professionals.

Fact-based explanation of GP care in eight prisons

Healthcare organisation and societal context combined in one press story

Timeline

January 2025: substantive PR alignment around the expansion into prisons.
February 2025: development and review of press materials; publications followed.
March 2025: the Skipr publication was included in a proposal for internal sharing of realised media coverage.

Strategic impact

Skipr published on 26 February 2025 about the start of GP care in eight prisons. Parkstad Actueel covered the significance for prisons in Limburg one day earlier. The expansion therefore received attention in both a national healthcare trade title and a regional publication. The acquisition of the contract and any changes in healthcare quality are not attributed to PR.

Media & evidence

The evidence base consists of the Skipr and Parkstad Actueel publications. The figure of eight prisons refers to the expansion communicated in February 2025. The tender and start of healthcare delivery are achievements of Arts en Zorg Groep.
